Position Title Technology Manager I/II/III

Position Summary

As a member of the Healthcare IT support team, the person holding this position performs installation and maintenance of software and associated hardware and ensures operational health and security of all departments within the College of Health Professions, College of Medicine, and CMU affiliated healthcare clinics, including academic, research and clinical environments. Team member manages incident report and service request tickets to completion, assists with the creation and documentation of problem resolution and escalation procedures, and is part of the professional technical staff assisting in the design and implementation of new technologies and processes within the colleges and healthcare units. Team member will foster trusting relationships with clients and co-workers, work collaboratively with team members, and share duties and responsibilities, as necessary. As this team member progresses through levels, direct responsibilities and independent work are increased. These include independently developing project plans and providing recommendations, leading cross functional teams, becoming a subject matter expert for college level technology, and assuming full responsibilities for the strategic execution and operation of administrative, academic, research, and clinical technologies and systems.

Required Qualifications

Technology Manager I:

Bachelor’s degree preferably in Computer Science, Information Technology, or a related field, or an equivalent combination of education and related experience.

Excellent communication skills

Demonstrated troubleshooting and problem-solving skills.

Two years of work or internship experience related to the duties and responsibilities of this position, including but not limited to: Desktop/laptop technology support, audio/video support, Help Desk experience and remote support experience.

Entry level competencies in Microsoft management technologies, Windows Administrative Tools and Configuration Manager and the ability to improve skills while working under immediate to general supervision.

Demonstrated entry-level knowledge of technology field with the ability to progressively learn while working on problems and issues of limited scope.

Demonstrated Ability to assist with a broad range of technology incidents and service offerings and to work with a variety of individuals and groups.

Willingness to work outside normal business hours if necessary, to complete job duties.

Ability to perform the essential functions of the position with or without reasonable accommodation.

Technology Manager II

All requirements of Technology Manager I plus:

At least three years of progressively responsible related experience.

Established professional and/or technical skills and competencies working under general to minimal supervision.

Demonstrated application of professional-level knowledge and technical skills to resolve moderately complex and varied problems regarding software, hardware, and infrastructure.

Demonstrated progressive independence of work and increased scope of responsibility.

Ability to respond independently to a broad range of technology inquiries and requests and to work with a variety of individuals and groups.

Demonstrated ability to lead projects of moderate scope and complexity.

Technology Manager III

All requirements of Technology Manager II plus:

At least 5 years of progressively responsible experience.

Demonstrated expert level professional and/or technical skills and competencies working independently or with minimal supervision.

Demonstrated initiative in applying comprehensive knowledge and high-level technical skills to resolve advanced and complex issues regarding software, hardware, and infrastructure.

Demonstrated success in leading projects of high scope and complexity.

Preferred Qualifications

Experience working in healthcare and higher education.

Professional proficiency in Microsoft management technologies, Windows Administrative Tools and utilities such as Configuration Manager.

Experience working within an ITIL ticketing application, prioritizing, completing and documenting work while meeting SLA obligations.

Familiar with video conferencing technologies.

Highly knowledgeable in using and supporting Microsoft Windows operating systems, Microsoft Office products, Apple macOS and iOS operating systems and MDM systems.

Experience scripting and automating daily work.

Duties & Responsibilities

Technology Manager I

Under direct supervision:

Values and respects the importance of information privacy and security, and has a clear understanding of related CMU policies, such as those addressing computer use and security, information governance, data stewardship, HIPAA , FERPA , etc.

Follows standard practices and procedures in analyzing situations or information for which answers are available or can be obtained.

Supports a proactive desktop support environment aligned with the vision and mission of the organization.

Participates as a project team member with limited responsibility.

Responds to a variety of inquiries and issues, escalating to manager or higher-level workers as appropriate.

Assists with the management of availability and security of the technology for the units supported by Healthcare IT.

Installs and configures PC and Mac computers and associated peripherals.

Installs and configures operating system and ancillary software.

Assists in implementing and enforcing security procedures for client devices.

Performs routine audits of system logs and application reports.

Maintains system documentation.

Potentially manage student worker schedules and coordinate student tasks.

Mentors students and provides daily guidance to assist with prioritizing work, using ticketing system, and following administrative process and procedure.

Carries a cellphone and/or two-way radio as necessary to provide rapid support response.

Other duties as assigned.

Technology Manager II

All duties and responsibilities of Technology Manager I, although performed under limited supervision, plus:

Administers and assists in the design of Windows deployment processes for the college.

Assists in the day-to-day management of the Active Directory infrastructure.

Assists in the day-to-day management of the various educational technologies.

Provides leadership in systems development and implementation as project manager.

Provides support for applications and system security, backups, and recovery.

Performs cost analysis and research related to new project designs and plans for purchases.

Defines logic requirements for systems programming.

Defines requirements for improving or replacing systems, makes recommendations.

Opens tickets with vendors and manages them to completion.

Informs management of problems and exercises judgment to resolve these problems and determines appropriate action.

Provides recommendations regarding problems/issues outside the bounds of defined procedures and practices.

Responds to inquiries, provides training, and provides direction to peers and colleagues.

If managing students, this person would be expected to develop deep technical skillsets in the students.

Technology Manager III

All duties and responsibilities of Technology Manager II, although performed under very minimal to no supervision, plus:

Assists with long-term planning for units supported by Healthcare IT.

Regularly makes decisions that optimize outcomes in area of expertise.

Provides input into institutional policy and direction within subject matter expertise.

Uniformly acts as a mentor and role model for peers.

Functions as a “go-to” for technology issues and solutions.

Leads cross functional teams and is a subject matter expert for college level technology.

Provides the recommendations and takes full responsibilities for the strategic execution and operation of various technologies and systems.

If managing students, this person would be expected to develop training programs for highly technical student workers, and act as a mentor for students and help position them for technical career success.
